S1442 - Refugee, Aliens Accountability Act

OPPOSE: This bill is NOT good for Idaho Children

S1442 would have harmful and far-reaching impacts on children and families across Idaho by creating fear, instability, and barriers to essential services. By requiring the collection and reporting of sensitive personal information about refugees, including family demographics, health data, and housing, this bill risks stigmatizing children and deterring families from accessing critical support like health care, education, and housing assistance. When families fear that seeking help could expose them to scrutiny or enforcement actions, children are less likely to receive the care and stability they need to thrive.

The bill’s requirements for tracking and reporting the immigration status of arrested individuals further erode trust between families and institutions. Children are safer when their families can interact with schools, providers, and law enforcement without fear. Policies that increase surveillance and data-sharing create a chilling effect—discouraging families from seeking help, reporting crimes, or engaging with systems designed to support them.

Additionally, placing new burdens and potential penalties on service providers threatens the very organizations that serve children and families, potentially reducing access to already limited resources. The non-profits that serve refugees will be impacted. Refugees are already thoroughly vetted to be in the USA, and this additional scrutiny serves no purpose, other than to chill participation in the community. Rather than supporting child well-being, S1442 risks deepening fear and isolation for vulnerable families. We oppose S1442 and urge policymakers to prioritize policies that promote safety, stability, and trust for all children and families in Idaho.
