S1288 - Idaho High Needs Student Fund
SUPPORT: This bill is good for Idaho children
This legislation takes an important step toward recognizing the extraordinary costs associated with serving students with significant disabilities. When a child requires intensive medical support, specialized staffing, or high-cost services that exceed typical special education expenditures, school districts and public charter schools can face severe and unpredictable budget shortfalls. S1288 creates a structured reimbursement mechanism to help address those gaps.
The bill is thoughtfully designed. By requiring an application process through the Idaho Department of Education and ensuring compliance with Medicaid regulations, it avoids duplication of funding while maximizing available resources. That kind of guardrail matters. Schools should not have to choose between compliance and care.
At the same time, we must acknowledge a hard truth: the funding provided in S1288 is a start — but it is nowhere near sufficient to address the roughly $100 million gap Idaho faces in adequately funding special education and high-needs services. Districts across the state are already subsidizing mandated services from their general funds, crowding out classroom resources and placing strain on local taxpayers.
Supporting S1288 is the right thing to do, but it should also be seen as a down payment, not a solution. Idaho must commit to fully funding the real cost of educating students with disabilities — not just managing the most extreme cases.
Our students with special needs deserve stability, dignity, and access to the services that allow them to thrive.
And our schools deserve a funding system that reflects the true cost of meeting those needs.
