H541 - Protect kids online

SUPPORT: This bill is good for Idaho children

This legislation strengthens protections for Idaho youth by closing a dangerous gap in current law. Online predators increasingly target minors between the ages of 13 and 17, yet existing statutes only provide clear penalties when victims are under 16.

By extending the definition of “child” to include 16- and 17-year-olds, this bill allows law enforcement to protect more vulnerable youth from online exploitation.

Importantly, the bill includes commonsense safeguards against “Romeo and Juliet” scenarios, ensuring that close-in-age relationships are not criminalized. The age-gap protections align with existing Idaho law and maintain proportionality and fairness.

By expanding coverage under Idaho Code, this legislation gives law enforcement the tools they need to respond to real-world threats while respecting adolescents, families, and due process.

For kids and families, this bill means stronger protection, fewer loopholes, and a safer online environment. While enforcement authority is broadened, the bill maintains reasonable limits to prevent unnecessary criminalization and to protect youth, families, and due process.
